ARRA (Stimulus) Funding Details for Colorado’s
Transportation-Water-Airport Projects

National Overview

Transportation Infrastructure Funding:  $47.8 Billion

  • $27.5 billion for highway & bridge formula funding
  • $1.5 billion for discretionary competitive grant program for surface transportation
  • $8.4 billion public transportation
  • $8.0 billion for construction of high speed and intercity rail projects

Water Infrastructure Funding:  $3.9 Billion

Airport Improvement Grants:  $1.1 Billion

Stimulus projects let by CDOT will be designated with project numbers beginning with “ES” (Example:  ES10702-283).  CDOT began advertising Stimulus projects on or about March 12; the first bid openings for stimulus projects will be on April 2, 2009.

Clean Water SRF:

ARRA (Federal Stimulus) Update for Water + Wastewater Projects
Colorado has approved a list of 44 drinking water (
click here) and 43 wastewater projects (click here) eligible for ARRA funding. 

As of June 5, the top 20 ranked drinking water projects and the top 10 ranked wastewater projects appear likely to receive ARRA funding, but the final list of projects ultimately approved for ARRA funds could change, based upon US EPA’s determination if the projects are 20% “Green” on average.  (Projects could be replaced if necessary so that Colorado surpasses the 20% Green threshold.)

CCA has also learned that all stimulus funded water and wastewater projects must be under contract by February 17, 2010 or else the funds will be lost.  

Buy American Update (Water Projects Only)EPA has announced two partial waivers from the "Buy American" provision for water projects: 

  • Waiver for Projects With Debt Incurred on or After October 1, 2008 and Before February 17, 2009 That Are Refinanced Through the Clean or Drinking Water State Revolving Funds Using Assistance Provided Under ARRA – Federal Register Notice, AGC-A Memo
  • Waiver for de minimis Incidental Components of Projects Financed Through the Clean or Drinking Water State Revolving Funds sing Assistance Provided Under ARRA – Federal Register Notice, AGC-A Memo

Colorado Overview (Airports):

Five projects at four Colorado airports have been designated for $26 million in ARRA funds so far:

  • Denver International Airport - $ 7 million (runway rehabilitation) 
  • Denver International Airport - $ 5 million (apron)
  • Centennial Airport - $ 4 million (replacement of runways sections and connectors
  • Aspen/Pitkin Airport - $ 4 million (improvement of plane parking areas)
