Apprenticeship Program
for Open-Shop Employees
The purpose of the CCA Apprenticeship Program is to increase the number of
skilled workers in the Heavy-Highway-Utility Construction Industry through
formal apprenticeship training. CCA maintains the program through a partnership
arrangement with the state’s Community Colleges.
Objectives
- Develop skilled workers through
competency-based related instruction and formal on-the-job training.
- Train workers who will remain a
part of the state’s construction workforce.
- Provide opportunities for the
training and upgrading of minority, disadvantaged and women.
- Assist contractors in meeting
affirmative action requirements.
- Provide contractors with an
avenue through which they can meet their work force needs for years to come.
Training Method
Competency-based training is an instructional system aimed at improving the
teaching/learning process in which knowledge and skills are specified before
instruction takes place. Competency-based training means that instead of a
specified period of time during which training might take place, the apprentice
is judged on the basis of their skill and proficiency at a given task. For
example, rather than fulfilling 1000 hours of training on a given piece of
equipment, the apprentice studies that piece of equipment until the supervisor
feels comfortable that the student has learned. They then are free to move on to
other areas of training. This is the teaching system that most school systems in
the country are now implementing.

CCA has Competency Based
Registered Apprenticeship Programs in the Following Areas:

Carpentry (form work)
Cement Mason (concrete
finisher)
Heavy Equipment Operator
Iron Worker
Heavy Equipment / Truck
Mechanic

In addition to the
above programs, a time-based, one-year apprenticeship program is available in
Heavy Truck Driving.
With the exception of the Heavy Truck Driver Program, each apprenticeship
program provides both classroom and on-the-job training that is
competency-based. The CCA Apprenticeship Program is approved by the United
States Department of Labor, Bureau of Apprenticeship and Training.
