By a vote of 38 to 27, the Colorado House of Representatives yesterday voted to approve HB 10-1387 which seeks to annually divert approximately $20 million away from the Highway User Tax Fund - in other words, away from high-priority state and local road and bridge projects - to the Department of Revenue to pay for the its administering/issuing:
 

§     driver's license examinations;

§     drivers license instruction renewals and permits; and

§     driver's licenses identification cards.

"While one may argue that if approved, the bill technically does not redirect FASTER revenues per se, if approved, the bill unnecessarily exacerbates Colorado's transportation infrastructure funding crisis," said CCA President, Craig Lamberty of Grand Junction.

Until now, Legislators and Governors have recognized HUTF as a virtually sacrosanct funding  source for transportation infrastructure.  In general, HUTF revenues are shared by State and local communities as follows:

§     60 percent to the State of Colorado/CDOT;

§     22 percent divided among Colorado's 64 counties; and

§     18 percent divided among the State's various cities and towns.

"Diverting $200 million over the next decade away from road and bridge projects will cost taxpayers much more in future years.  It's fiscally reckless and wholly unnecessary," said CCA's Tony Milo.   The State of Colorado owns an annual $500 million unfunded deferred maintenance backlog."

§     Message #2 - Please co-sponsor and vote for an amendment to sunset HB10-1387 no more than four years.
