Manpower Training
Program
The CCA Manpower Training Program (MTP)
provides instruction for trainees during their progress toward journeyman
status. Upon successful completion of the MTP, the trainee will reach adequate
journeyman status within the heavy/highway construction industry. For trainees,
the MTP offers the benefit of learning a skilled occupation that can be pursued
as a life-long career. For employers, the MTP assists in developing skilled and
willing craftsmen.
The Colorado Contractors Association
operates its Manpower Training Program for use by participating contractor
members in meeting their manpower development needs. The objective of the MTP is
to develop craftsmen in five basic work areas of the heavy/highway construction
industry:
- General Labor
- Truck Driving
- Equipment Operation
- Structure Building
- Field Office Manager Option
This training program is to be used as a
continuing On-The-Job training program. Unlike the CCA Apprenticeship
Program (which can implemented at any time, for any project, for any worthy
employee), MTP is to be used on Federal-Aid Highway Construction projects. This
program is designed to help unskilled workers acquire new skills and thereby
obtain the ability to more equitably compete for higher paying employment within
the construction industry. This program also encourages and assists the training
and upgrading of minority, disadvantaged, and female workers through on-the-job
training.
Trainee Qualifications and Recruitment
To be qualified for enrollment in the MTP, trainees must possess basic physical
fitness for the work to be performed, be dependable, willing to learn, able to
follow instructions and maintain basic progress records, and possess the desire
to make construction a career.
Recruitment for the MTP is through
individual contractor effort coordinated and assisted by CCA. Sources utilized
in filling MTP training slots include the State Employment Service, vocational
and technical schools, construction trades outreach programs, and minority
community service organizations. Participating contractors are encouraged to
develop additional sources for potential trainees. Contractors are also
encouraged to screen present employees for enrollment in the MTP, particularly
where current employees in lesser skilled occupations exhibit willingness and
aptitude.
