CCA/CDOT Mentor-Protégé Program
The purpose of the program is to improve
the general competition for Colorado Department of Transportation (CDOT) project
work by increasing the number of businesses bidding CDOT on work. This will be
accomplished by providing opportunities for Emerging Small Business (ESB)
contractors to hone their business skills through working closely with
volunteer, established contractors in the heavy, highway, municipal and utility
construction industry. The program will assist CDOT and the transportation
industry in general to build a more effective, competitive, and diverse
contractor base for the future. The program is co-sponsored by the Colorado
Department of Transportation.
Program Outline
- 10 Volunteer contractors will act as Mentors to 5
Protégés.
- Funding is provided for a supportive service consultant
or other professional service provider to assist 5 protégés in meeting the
business and technical needs identified in the protégés business
implementation plans.
- Representatives of concerned groups and other
individuals serve on an Advisory Board.
- Individual Mentors will monitor Protégés progress in
reaching goals and will provide information to the Advisory Board on
Protégé education and training requirements within the Mentor’s monthly
reports.
- The Program Sponsors (CCA & CDOT), Mentors,
Protégés, and supportive service consultants will meet regularly to
measure the success of the Mentor-Protégé relationships and the program in
general.
Eligibility Requirements
- Applicant must be an eligible ESB
that has been an operational business for two years or more in the
building, highway, or utility construction business.

- Applicant must show current proof
of insurance and ability to meet workers compensation and auto/general
liability requirements.

- Applicant must provide all
information required in the application.
|
- Applicant must provide a current
balance sheet and an income statement.
|
- Applicant has not worked on more
than 10 CDOT projects.

Selection Process for Protégés
Protégés will be selected by the Selection Team. Two
volunteer Mentors will be assigned for each Protégé. The Protégé will be
selected from the following classifications:
- Applicant has never bid on a CDOT
project, but has worked on other types of heavy, highway, utility, or
building projects.

- Applicant has submitted bids as a
subcontractor or prime contractor for CDOT projects, but has not
received an award. Applicant has also worked on other projects.

- Applicant has been a subcontractor
on less than 3 CDOT projects.
|
- Applicant has been a subcontractor
on 3 to 10 CDOT projects.

The Advisory Board will constitute the
Selection Team. The Selection Team will rate applicants who show promise through
such personal attributes as enthusiasm, perseverance, optimistic business
practice and ideas. The applicants who are not selected shall be placed on the
waiting list in order of nearest expiration date in the ESB program.
The Selection Team will also match Mentors
with Protégés when appropriate.
Graduation
The Protégé will have successfully completed the
program if:
- The protégé has been mentored for a maximum of three
years, or
- During the maximum time of three years in the pilot
Mentor – Protégé program, the Protégé exceeds the income limitation
for eligibility with the ESB Program (which is 3 million over a two-year
period).
The Mentor and Protégé agree the Protégé has reached
goals decided upon between them.
